Who Really Owns the Solar Farm in Rains County?
Many residents have noticed signs for Cobra Solar at the site of the solar farm project here in Rains County, and it’s raising serious questions about who is behind it — and what our community actually gets in return.
Cobra Solar is part of Grupo Cobra, a company based in Spain. In 2021, a French multinational corporation named VINCI acquired a controlling stake in Cobra’s energy division. That means the solar farm in Rains County is being developed by companies based in Spain and France.
At the same time, the official project on record is under the name BT Barrett Solar, LLC. This entity is tied to Belltown Power Texas, which is part of a UK-based renewable energy developer. In other words, this project is being handled by foreign interests from three different countries — Spain, France, and the United Kingdom.
Meanwhile, Rains County taxpayers are being left behind.
The Commissioners Court has already approved a tax abatement agreement with the developers. This means that while foreign corporations stand to make millions, our local schools, roads, and services will receive little to no meaningful property tax revenue from this large-scale industrial project.
This development raises critical questions:
Who truly benefits from this deal?
Why are foreign companies controlling development on Texas land?
Why is Rains County agreeing to give up revenue while taking on all the long-term impacts?
Our community deserves transparency, accountability, and a voice in decisions that affect our land and our future.
It’s time to start asking tough questions and demanding answers.
